This is a huge flip lighter (You won't be carrying this around in your pocket, that's for sure!) It's presumably a shop display piece to advertise the wares on offer.
 
However, this has a working flint, has a wick and a place to add lighter fluid. Sorry but if you're under 18 I can't sell you this.
